REGULAR MONTHLY MEETING
MONDAY May 11th, 2020
IN ATTENDANCE: Chair Lyle Peterson, Supervisor Steve Smith, Supervisor Arvid Jenkins, Treasurer Deb Nelson, Clerk Jennifer Jenkins, and Deputy Clerk Brad Brown
CALL TO ORDER: 7:01pm
RESIDENT INPUT: None.
AGENDA: Supervisor Arvid Jenkins made a motion to approve the agenda with the subtraction of Board of Canvass meeting minutes because they were already approved. Supervisor Steve Smith made a 2nd. All in favor, motion carried.
MINUTES: Supervisor Arvid Jenkins made a motion to approve the April reorganization meeting minutes, which was 2nd by Supervisor Steve Smith. All in favor, motion carried.
Supervisor Steve Smith made a motion to approve the April Regular meeting minutes, which was 2nd by Supervisor Arvid Jenkins. All in favor, motion carried.
OLD BUSINESS: None.
NEW BUSINESS: Walt La Mountain requested a renewal of the Mystic Liquor License. Supervisor Arvid Jenkins made a motion to approve the liquor license, which Supervisor Steve Smith 2nds. All in favor, motion carried.
Driveway permit and 911 marker Ordinance; a long discussion commenced. Chair Lyle Peterson made a motion to table this issue pending more information, which Supervisor Steve Smith 2nds. All in favor, motion carried.
Discrimination and Harassment prevention policy: Supervisor Arvid Jenkins made a motion to approve, which was 2nd by Chair Lyle Peterson. All in favor, motion carried.
PLANNING COMMISSION: Deputy Clerk Brad Brown reports the Spencer Brook Township Planning Commission met to reorganize and set up a yearly schedule of meeting dates; August 3rd, 2020, November 2nd, 2020, February 1, 2021 and May 3rd 2021. Members reappointed were Jenine Capedar, Arvid Jenkins, and Audrey Misiura. Supervisor Arvid Jenkins made a motion to approve the yearly schedule set up by the Planning Commission, which Supervisor Steve Smith 2nds. Clerk Jennifer Jenkins reports they have set up teleconferencing at Isanti County zoning for meetings now.
FIRE BOARD UPDATE: Princeton Fire District: Supervisor Arvid Jenkins reported they had a zoom teleconference meeting. Tender 1 truck has rust holes and is not holding water, Wyanette and Dalbo plan on paying and doing the repair.
Isanti Fire: Supervisor Arvid Jenkins reports we had a reorganizational meeting; Gabby Lundeen from the city is Chairman and I was appointed Vice Chairman. First State tire is no longer in violation of the fire codes. Grass fires are up; they are suspecting arson.
ROAD AND BRIDGE: The Supervisor read and discuss the Road inspection reports.
Chair Lyle Peterson opens and reads the only gravel bid. Supervisor Steve Smith makes a motion to accept Bjorklund’s gravel bid, which Supervisor Arvid Jenkins 2nds. All in favor, motion carried. Chair Lyle Peterson discussed the Blue Lake (Kris Erickson) “Petition for Parking Signage/Enforcement” email to the township. Requests 1-5 were asked and answered by the Supervisors. 30 mph signs will be installed, chevrons will be installed, and possible stripping of the road. Chair Lyle Peterson said he would notify Kris Erickson of the township boards’ action.
Chair Lyle Peterson said that he picked up a lot of trash and spoke to Ray Nash about the porta potty at Blue Lake. Chair Lyle Peterson informed us that the road load restriction came off.
CLERK REPORT: Clerk Jennifer Jenkins reports she had light in Clerk’s office repaired and is quite bright now. In the future, we should repair the rest of the lights the same way. Clerk Jennifer Jenkins reported that Spencer Brook Township will be getting a check from the state as a reimbursement for township expenses in the past Presidential Primary of around $1500.00. Clerk Jennifer Jenkins also mentioned that Governor Walz will be having a Teleconference Call on May 13 4:30-5:00pm to address Township Road and Bridge concerns. Deputy Clerk Brad Brown will be listening in.
TREASURER REPORT: Treasurer Deb Nelson reports on claims, balances, and gopher bounty. Supervisor Steve Smith made a motion to approve claims and pay bills. Supervisor Arvid Jenkins seconded. All in favor, motion carried.
ADJOURNMENT: Supervisor Arvid Jenkins made a motion to adjourn which was 2nd by Supervisor Steve Smith. All in favor, motion carried. Meeting adjourned at 9:01pm.
