REGULAR MONTHLY MEETING
MONDAY October 14, 2019

IN ATTENDANCE: Chair Lyle Peterson, Supervisor Steve Smith, Supervisor Arvid Jenkins, Treasurer Deb Nelson, Clerk Jennifer Jenkins and Deputy Clerk Brad Brown

CALL TO ORDER: 7:04pm.

RESIDENT INPUT: Janelle Meade informed the Board that she inherited the Church on Whiting Circle. Chair Lyle Peterson made a statement that the next Township Meeting would be on November 12 Tuesday, so as to observe Veterans Day on Monday the 11th.

AGENDA: Motion made by Supervisor Arvid Jenkins to approve the Agenda with 2 additions. Seconded by Supervisor Steve Smith, all in favor, motion carried.

 

MINUTES: Supervisor Arvid Jenkins made a motion to approve the minutes with one correction, which Chairman Lyle Peterson seconded, all in favor, motion carried.

Old Business: Vandalism at Chapman School House, the Board discussed boarding up window, doors, locking or not, no conclusion reached.

New Business: None.

Planning Commission: Chair Lyle Peterson attended the County Board of Adjustment which brought up variances pertaining to Spencer Brook Township. On Vista Point Drive the resident, on a dead-end road, with only 15 to 17 feet there was a problem of plowed snow with no turnaround. The resident had no problem with snow being piled on his property.
A request by Jeremy Walizer to build a non-farm dwelling unit with less than the desired setback form the existing feedlot. Chair Lyle stated there were no concerns with this as he built on the highest point of land.

FIRE BOARD UPDATE: Princeton: Supervisor Arvid Jenkins reports Princeton had 6 calls last month, 5 medicals, 1 cancelled. Princeton received a DNR grant of $1700.00. They are looking to purchased a 4WD Command Vehicle to replace their present 2WD truck 50% coming from the city and 50% from the equipment budget.
Isanti: Supervisor Arvid Jenkins reports that Isanti had 4 runs; 2 medical, 1 cancel, 1 false alarm. The entire District had 71 for the month.
Discussion was held on recouping the costs of Fire Calls. The charge for pumping water is $250. They are revising the Joint powers agreement in order to be able to invoice the residents they service. Discussion commenced including but not limited to: So far four lawyers have looked at it, and basically the Township has the power to assess but not the Fire Department or even charge a fee for that matter. Supervisor Arvid Jenkins reports we have to pass this ordinance in order to collect 250.00 then the JPA has to reference this ordinance and all the Townships need to agree.

ROAD AND BRIDGE: Chairman Lyle Peterson reports that he met with Isanti County Engineer Richard and Assistant Tony over the County Road 5 Project. They went over the ordinance and the wetland credits which would be monitored for 7 years to get credits back. Isanti County trucks would demonstrate when the turnaround is completed that even though it less than 120 feet, trucks will be able to turnaround. Chairman Lyle says that we should wait and see if it works. The county talked of a teardrop turnaround, knowing that they have 100 feet, not the required 120 foot. Dolphin will not go back to the corner of County road 5; it is a safety issue. Chair Lyle Peterson reports Bjorklund’s hauled gravel to trouble spots and lists off roads and sections that were graveled. Chair Lyle Peterson had discussed whether it was worthwhile for Dennis to come down from up north to ditch mow for us; and he stated it was not. Chair Lyle Peterson now has Tom Lundeen mowing for us and he is going to ask him about the brush. Chair Lyle Peterson contacted Jeremy Fredrick about taking appliances; and being our appliance guy for clean up day; he will take them for $5.00 apiece.

CLERK REPORT: Clerk Jennifer Jenkins reports we need to adopt a resolution for as polling place designation, which needs to be done every year. Supervisor Arvid Jenkins makes a motion to adopt the resolution stating Spencer Brook Township Hall as a polling place, which Supervisor Steve Smith 2nds. All in favor, motion carried. Clerk Jennifer Jenkins reports we need to review and approve and publish the snow plowing policy. Supervisor Arvid Jenkins makes a motion to approve and publish the snowplow policy as an ad in our legal notice papers as well as the Scotsman and Town and Country. Supervisor Steve Smith 2nds. All in favor, motion carried. Clerk Jennifer Jenkins reports on the presidential primary coming in March. Deputy Brad Brown reports on the L and R conference in St. Cloud.

TREASURER REPORT: Treasurer Deb Nelson reports balances and claims along with the gopher bounty total. Supervisor Arvid Jenkins made a motion for accepting the Treasurer’s report and paying claims including the Evergreen bill for recycling that was just submitted before the board meeting, which was 2nd by Supervisor Steve Smith. All in favor, motion carried.

Chair Lyle Peterson states there is an officer’s meeting at the County this month.

Supervisor Arvid Jenkins reports for Greg Anderson Isanti County commissioner.

 

ADJOURNMENT: Supervisor Arvid Jenkins made a motion to adjourn which was 2nd by Supervisor Steve Smith. All in favor, motion carried. Meeting was adjourned at 9:11 pm.
