MONDAY September 9th, 2019

IN ATTENDANCE: Chair Lyle Peterson, Supervisor Steve Smith, Supervisor Arvid Jenkins, Treasurer Deb Nelson, Clerk Jennifer Jenkins and Deputy Clerk Brad Brown



RESIDENT INPUT: Leonard Lemke asked about regular maintenance of grading Township roads, and suggested bushes and trees trimmed on 285 and Zuni, and Potassium and 285th. Chair Lyle Peterson states we will have grading tomorrow now that we have some moisture on the roads.

AGENDA: Supervisor Steve Smith made a motion to approve the agenda with one addition, which was 2nd by Supervisor Arvid Jenkins. All in favor, motion carried.

MINUTES: Supervisor Arvid Jenkins made a motion to approve the minutes with one correction, which was 2nd by Supervisor Steve Smith. All in favor, motion carried.


NEW BUSINESS: A preliminary plat was presented to the township board by Larry Mariette. Supervisor Arvid Jenkin said that it could go before the Planning Commission, but it is on a county road and will not affect the township. Supervisor Steve Smith made a motion to approve, Supervisor Arvid Jenkins 2nd it. All in favor, motion carried.

Blue Lake Association Secretary Rebecca Schultz asking $250 from the township for a message board to combat the ongoing problem of garbage caused by ice fishing on the lake. Supervisor Arvid Jenkins asked about upkeep on the message board. Secretary Rebecca Schultz said the Blue Lake Association would assume all responsibility. Motion to give $250 to Blue Lake Association for a message board was made by Chair Lyle Peterson, 2nd by Supervisor Arvid Jenkins. All in favor, motion carried.

Chair Lyle Peterson spoke of damage done to Chapman School House. Clerk Jennifer Jenkins said that she cleaned up broken glass from broken dome lights and what appears to be a 30” by 36” window. Discussion ensued with a decision to table further discussion until next month’s meeting.


Princeton Fire District: Supervisor Arvid Jenkins reported that the meeting was cancelled, no report.

Isanti Fire District: Isanti Fire District had 68 total runs in August for the entire district, 3 for Spencer Brook. Isanti Fire District Agenda next month will be the discussion and voted on at the joint power’s agreement. A discussion commenced with the conclusion of tabling the discussion until next month for a vote.

ROAD AND BRIDGE: Chair Lyle Peterson reported that some trees and bushes were over township roads. Gravel is coming in next week. Blades were installed on grader. Russ Abel an engineer from Landform, was driven to three township roads by Deputy Clerk Brad Brown. Engineer Ross Abel verbalized that the bases seemed to be in good shape. Chair Lyle Peterson plans for install a traffic counter on 321st to determine traffic count on that road. A traffic counter paced on Helium for 9 days produced a count of 400 cars on the south end and 900 cars on the north end. Supervisor Steve Smith asked about the Dolphin Street turnaround with discussion on the minimum sizes, and proposed by the county does not match our ordinance. Chair Lyle Peterson said he would talk to Richard from Isanti County Highway Department.

CLERK REPORT: Clerk Jennifer Jenkins asked about the Census and the Supervisors did not want to participate. There is an officers’ meeting coming up this October. A resident stopped by before the meeting and asked if we can cut down the tree that is hiding our Spencer Brook Town Hall sign. The Supervisors agreed. Deputy Clerk Brad Brown reported on the bulletin Board he installed down at the Town Hall garage.

TREASURER REPORT: Treasurer Deb Nelson said that the July books balanced and didn’t get the August bank statement until today. Treasurer Deb Nelson reports the payroll taxes from June; Sannerud, the accountant, omitted the State tax that was owed, which incurred a penalty so Sannerud is asking forgiveness on our behalf for this mistake of theirs. Gopher Bounty $1,144.00 to date. Supervisor Steve Smith made a motion to approve the claims and accept the Treasurer’s report, which Supervisor Arvid Jenkins 2nds. All in favor, motion carried.

Isanti County Commissioner Greg Anderson gives a report from the County.
