SPENCER BROOK TOWNSHIP
REGULAR MONTHLY MEETING
MONDAY May 13th, 2019

IN ATTENDANCE: Chair Lyle Peterson, Supervisor Steve Smith, Supervisor Arvid Jenkins, Treasurer Deb Nelson, Clerk Jennifer Jenkins.

CALL TO ORDER: 7:02pm

RESIDENTS: 14

RESIDENT INPUT: Howard Hinnekamp suggested to have the Isanti County website have a link to Spencer Brook Township web site; and changing the election of officers of Spencer Brook Township switch to November elections to save money. Chair Lyle Peterson states we will take it under advisement.

AGENDA: Supervisor Steve Smith made a motion to approve the agenda. Supervisor Arvid Jenkins made a 2nd. All in favor, motion carried.

MINUTES: Supervisor Steve Smith made a motion to approve the April reorganization meeting minutes, which was 2nd by Supervisor Arvid Jenkins. All in favor, motion carried.

Supervisor Steve Smith made a motion to table the April Regular meeting minutes, which was 2nd by Chair Lyle Peterson. All in favor, motion carried.

 

OLD BUSINESS:
Don Hanson presents Engren’s final plat for approval. Supervisor Arvid Jenkins made a motion to approve the final plat of Engren’s Place, which was 2nd by Supervisor Steve Smith. All in favor, motion carried.
Supervisor Arvid Jenkins made a motion for Chair Lyle Peterson to sign the final plat outside of a Board meeting, which Supervisor Steve Smith 2nds. All in favor, motion carried.

NEW BUSINESS: Scott Fredell from the Isanti County Sheriff’s office gave a presentation.
Walt La Mountain requested a renewal of the Mystic Liquor License. Supervisor Arvid Jenkins made a motion to approve the liquor license, which Supervisor Steve Smith 2nds. All in favor, motion carried.
Blue Lake access: Rebecca Schultz and Bill give a presentation thanking the Board for the garbage container and asking if they can put up a message Board on the lake access sign to stop littering on the lake during ice fishing season. No conclusion was made.

Dale Barrett and Diana gave a presentation on behalf of Spencer brook Methodist Church asking if they could move the building onto the Spencer Brook Township lot in-between the Township hall and the historical society schoolhouse. Concerns were express if we have enough land and if the historical society needed to be included in this decision.

PLANNING COMMISSION: Member Diane Franke reports the Spencer Brook Township Planning Commission met to reorganize and set up a yearly schedule of meeting dates. No changes were reported to the developer’s agreement.

FIRE BOARD UPDATE: Princeton Fire District: Supervisor Arvid Jenkins reported about the capital replacement fund; we do not have the final numbers for our township. The following was discussed but not limited to: Ken Murray from Wyanette township was in attendance and spoke on behalf of his Board the thoughts of why they disagree with the new budget; we disagree with a 3 percent raise, within a month they proposed this million dollar plan, the ladder truck bucket has fifteen cracks and Chief Ron Lawrence did not investigate on how that came to be, we want them to stay within their budget like in the past.

Isanti Fire: Supervisor Arvid Jenkins reports we had five runs in the last month; four medicals and one accident with injuries. For the year across the whole district there were 65 calls so far, 9.2 percent was fire, mostly grass fire. The new hire Tech quit over the cost of his medical insurance. Supervisor Arvid Jenkins concludes there has been some discussion to reopen the offer to the previous applicants.

ROAD AND BRIDGE: Chair Lyle Peterson opens and reads gravel bids. Supervisor Steve Smith makes a motion to accept Bjorklund’s gravel bid which is the lowest, which Supervisor Arvid Jenkins 2nds. All in favor, motion carried.

The Supervisor read and discuss the Road inspection reports.

Chair Lyle Peterson will go up to the County and speak to the Highway department about vacating the road near County Road 28 and the cul de sac diameters for Dolphin Street.

CLERK REPORT: Clerk Jennifer Jenkins reports she forgot to submit the wage detail report and we have a penalty to pay, Clerk Jennifer Jenkins asks if Treasurer Deb Nelson will take on that task as it deals with financial earnings. Treasurer Deb Nelson confirms she would. Clerk Jennifer Jenkins asks for permission for metal detecting around the Town hall for the couple who did it last year, the Supervisor’s agreed.

 

 

TREASURER REPORT: Treasurer Deb Nelson reports we need to decide what to do with the cds coming due. Supervisor Steve Smith makes a motion to invest $30,000.00 of Road and Bridge funds in a 23 month cd in Minnco, and to reinvest the $16,000.00 capital replacement into a 36 month which was 2nd by Supervisor Arvid Jenkins. All in favor, motion carried. Supervisor Arvid Jenkins makes a motion for the Clerk to write a letter stating the transfer of money to the bank instead of waiting for the minutes to be approved in order to transfer the money including all three motions, which was 2nd by Steve Smith. All in favor, motion carried. Supervisor Arvid Jenkins makes a motion to roll over the Woods of Blue Lake into a 36 month cd, which was 2nd by Supervisor Steve Smith. Supervisor Steve Smith makes a motion to cut a check for the dispersal of new money from Road and Bridge to be put into the new 23 month cd, which was 2nd by Supervisor Arvid Jenkins. All in favor, motion carried. Treasurer Deb Nelson reports claims and balances. Supervisor Arvid Jenkins makes a motion to approve claims and accept the Treasurer’s report, along with withholding the Nappa/ St Cloud bill for Chair Lyle Peterson to check on which was 2nd by Supervisor Steve Smith. All in favor, motion carried.

Supervisor Steve Smith explains All Safe bill, and how we can save money by just buying fire extinguishers every twelve years instead of contracting with All Safe to come and check our fire extinguishers every year.

ADJOURNMENT: Supervisor Arvid Jenkins made a motion to adjourn which was 2nd by Supervisor Steve Smith. All in favor, motion carried. Meeting adjourned at 9:05pm.
