REGULAR MONTHLY MEETING
MONDAY DECEMBER 9th, 2019

IN ATTENDANCE: Chair Lyle Peterson, Supervisor Steve Smith Supervisor Arvid Jenkins, Treasurer Debra Nelson, Clerk Jennifer Jenkins and Deputy Clerk Brad Brown.

CALL TO ORDER: 7:05 p.m.

RESIDENTS: 3

RESIDENT INPUT: None.

AGENDA: Supervisor Arvid Jenkins made a motion to approve the agenda with changes and additions which was 2nd by Supervisor Steve Smith. All in favor, motion carried.

MINUTES: Supervisor Arvid Jenkins made a motion to approve the minutes with the addition of Supervisor Steve Smith noted in attendance, which was 2nd by Chair Lyle Peterson. All in favor, Motion carried.

OLD BUSINESS: Joe McDonell, a resident, gives a presentation about needing a second driveway on the far end of his lot to avoid driving over the septic and well where he is putting a pole building in the back. Discussion commenced. Supervisor Steve Smith makes a motion to approve the second driveway, this one time, going to the proposed building and Supervisor Arvid Jenkins 2nds it. All in favor, motion carried. A driveway permit was issued, and Chair Lyle Peterson stated the culvert and permit cost $500.00.

Keith Moody plat presentation: Keith Moody explains his plat situation and gives an aerial picture of possible plat lines. Discussion commenced. Supervisor Arvid Jenkins makes a motion to approve the preliminary sketch without the need of our local Planning Commission not to meet because it is off a County Road. Supervisor Steve Smith 2nds. All in favor, motion carried.

NEW BUSINESS: Chair Lyle Peterson spoke to a resident off County road 40 on Ventre which is a private road towards Bradford Township, they may want to plat or develop. Chair Lyle Peterson spoke to them advising them of our Road standards and Road Ordinance. Chair Lyle Peterson states the Road would have to be brought up to code before the Township will accept it.

January conflict: Chair Lyle Peterson will not be here for the Regular January meeting. Supervisor Steve Smith will not be here for the Regular January Meeting. Supervisor Arvid Jenkins made a motion to have our Regular January Board meeting on January 20, 2020 at 7p, at Spencer Brook Township Hall and unobserved Martin Luther King Day. Supervisor Steve Smith made a 2nd. All in favor, motion carried. Meeting was moved due to a lack of a quorum.

PLANNING COMMISSION: none

FIRE BOARD UPDATE: Supervisor Arvid Jenkins reported we need a vote on the amended proposed Joint powers agreement for Isanti Fire District. Supervisor Steve Smith still has a problem with one of the law statues referencing the whole chapter. Discussion commenced. Supervisor Arvid Jenkins makes a motion to accept the amended and restated Joint power’s agreement for Isanti Fire district. Chair Lyle Peterson 2nds it. All in favor, motion carried. Supervisor Arvid Jenkins reports there were 75 total runs for the district; 5 in Spencer Brook Township. Supervisor Arvid Jenkins concludes 8 percent was fire and 73.3 percent was medical for the whole fire district.

Princeton Fire: Supervisor Arvid Jenkins reports he has been hearing a lot of rumors regarding the capital replacement truck fund and the city of Princeton refused to work with Wyanette Township which is 100 percent false. Supervisor Arvid Jenkins reports through November Princeton has had 374 runs, the ladder truck sold to a private citizen and some of that money is going back into the Capital replacement fund.

ROAD AND BRIDGE: Chair Lyle Peterson reports on Bogart and Peterson’s email regarding a final payment on 297th was 11,227.90. On Zuni and 285th someone stole the pole and stop sign. John Koller and Leland were plowing snow on the 27th of November but it was too soft, the ground had not frozen yet. Chair Lyle Peterson called Gary Nelson on Thanksgiving, and authorized extra pay for that. December 1st we still had trouble with the gravel roads, and he called Dale Seline. Chair Lyle Peterson states tonight, Leland and I did the plowing. John Koller did the DOT and the repairs on the trucks. Tom Lundeen was out tree trimming and brushing. Supervisor Steve Smith states we did not get much done in his opinion for Road and Bridge this year, he wants to do the design for dirt work on 321st. Chair Lyle Peterson states we did get someone to come in by contacting an engineer although I did not necessarily agree with his report. Discussion commenced which included but is not limited to; Chair Lyle Peterson states he certainly agrees some projects I wanted to do did not get done, I still have Road counters in my garage to see if it even makes sense to do the projects. Chair Lyle Peterson states I believe I can ask for assistance with Road and Bridge, but I want to be involved. Supervisor Arvid Jenkins states we need to play to our strengths it makes sense to collaborate. Chair Lyle Peterson states he did plow the cul de sac on Dolphin, and there is enough room.

CLERK REPORT: Clerk Jennifer Jenkins reports Connexus energy has registered with us for a utility permit work. We are working on the MATIT report for the year end, and have complied the roster of election judges for the Presidential Primary election.

TREASURER REPORT: Treasurer Deb Nelson reports the balances and claims as well as the gopher bounty total. Supervisor Arvid Jenkins made a motion to accept and pay the claims. Supervisor Steve Smith made a 2nd. All in favor, motion carried.

 

ADJOURNMENT: Supervisor Arvid Jenkins made a motion to adjourn which was 2nd by Supervisor Steve Smith. All in favor, motion carried. Meeting adjourned at 9:52 pm.

Tuesday, November 12, 2019

IN ATTENDANCE: Chair Lyle Peterson, Supervisor Steve Smith, Supervisor Arvid Jenkins, Treasurer Deb Nelson, Clerk Jennifer Jenkins and Deputy Clerk Brad Brown.

RESIDENTS: 4

RESIDENT INPUT: None.

AGENDA: Supervisor Arvid Jenkins made a motion to approve the agenda, with two additions which Supervisor Steve Smith 2nds. All in favor, motion carried.

MINUTES: Supervisor Arvid Jenkins makes a motion to approve the October Meeting Minutes with the spelling correction noted by Chair Lyle Peterson, which Supervisor Steve Smith 2nds. All in favor, motion carried.

OLD BUSINESS: none.

NEW BUSINESS: Chris and Sonia Gallagher proposed a plan for a plat on 325th Ave NW, Chair Lyle Peterson believes that it would no reason to call the Planning Commission to meeting and said that once it was platted with the county the township would sign off on it. Chair Lyle Peterson informed them that the township issues address and 911 signs. Supervisor Arvid Jenkins advised them that in case of lightning strike, to guide the firemen to the location, it might be a good idea to address and 911 one site.
Keith Moody wants to provide a building place for a son but wants the SW corner of the South 40, a 3-acre spot as access to the property off County Rd 5. Keith says that Zoning would have to plat it out. Don Hanson would have to call Trina. Supervisor Arvid Jenkins said that you might have building rights but not a building site. Chair Lyle Peterson advised Keith that he would probably have to start at the county first.
Rebecca Schultz from Blue Lake Association brought news of the message boards and advised that the message on the East side of Blue Lake was installed, but not the Northside sign. She will try to get Loren Daudt to help install the last board. Chair Lyle Peterson suggested that if the ground is too frozen to dig, maybe sand in 5-gallon buckets might work until spring.
PLANNING COMMISSION REPORT: none

FIRE BOARD UPDATE: Supervisor Arvid Jenkins reported that Isanti had 4 calls for the month 71 calls in the district. Total number of calls are down from this time last year, so far 707 compared to 745 last year. No movement on service charge due to the lack of substantial movement on the JPA caused by one township’s undecidedness.
Princeton Fire negotiations with Wyanette Township are coming to an agreement. OSHA requirement that “Turn Out Gear” not be more that 10 years old means that Princeton is required to buy 9 new “turn out gear”.

 

ROAD AND BRIDGE: Chair Lyle Peterson said that most of the potholes have been repaired. Rum River Contracting supplied some free patching which they applied, they plan to work with us in the future. Areas that if temperature warms up are; the south end of Nacre, west of the Mystic, and down by Ideal. Chair Lyle Peterson said that he reversed a spray-painted sign at Tungsten. Brushing was done at Roanoke, beaver problem at 313th Justin put in grate and traps, Ziegler came to shop and did the updates on the Grader, 297 and Helium, 911 sign is up, called County Zoning on 3 places, call from Blue Lake 911 sign resident never got, had been a year. Supervisor Arvid Jenkins suggests that Chair Lyle Peterson install a 911 sign just south of 297th on the west side and that we should take applications for a backup snowplow driver. Chair Lyle Peterson agrees to both suggestions.

CLERK REPORT: Clerk Jennifer Jenkins reports the utility ordinance Connexus is notified. Deputy Clerk Brad Brown reported on the furnace repair and the Officer’s Meeting at the Government Center.

 

TREASURER REPORT: Treasurer Deb Nelson reports that Gopher Bounty is $1548 so far. She called Sannarud to file 1099’s, they said they would if sent to them. Cash Control statement balances, W9 forms to Thomas Lundeen and Cal Calandar.

RESIDENT INPUT: Leonard Lemke asked about regular maintenance of grading Township roads, and suggested bushes and trees trimmed on 285 and Zuni, and Potassium and 285th. Chair Lyle Peterson states we will have grading tomorrow now that we have some moisture on the roads.

RESIDENT INPUT: Janelle Meade informed the Board that she inherited the Church on Whiting Circle. Chair Lyle Peterson made a statement that the next Township Meeting would be on November 12 Tuesday, so as to observe Veterans Day on Monday the 11th.

AGENDA: Motion made by Supervisor Arvid Jenkins to approve the Agenda with 2 additions. Seconded by Supervisor Steve Smith, all in favor, motion carried.

MINUTES: Supervisor Steve Smith made a motion to approve the June Meeting Minutes with one correction, which Supervisor Arvid Jenkins 2nds. All in favor, Motion carried.
