REGULAR MONTHLY MEETING
MONDAY March 12th, 2019

IN ATTENDANCE: Chair Lyle Peterson, Supervisor Steve Smith, Supervisor Arvid Jenkins, Treasurer Deb Nelson, Clerk Jennifer Jenkins and Deputy Clerk Lisa Lynas

CALL TO ORDER: 7:02pm

RESIDENTS: 5

RESIDENT INPUT: Elisah states thanks for all your hard work. Dennis Kowalik mentions a resident that pushes snow from his driveway across the road and has left it in the middle of the road, Treasurer Deb Nelson states there is a resident like that on Xenon as well. Supervisor Steve Smith states the resident on 285th and Zuni has been talked to once before about that. Mona Bergquist thanks the Board for the blacktop on 297th.

AGENDA: Supervisor Arvid Jenkins made a motion to approve the agenda with one addition under fire. Supervisor Steve Smith made a 2nd. All in favor, motion carried.

MINUTES: Supervisor Steve Smith made a motion to approve the January meeting minutes, which was 2nd by Supervisor Arvid Jenkins. All in favor, motion carried. Chair Lyle Peterson made a motion to approve the February Meeting Minutes with one correction under Fire. Supervisor Arvid Jenkins 2nds the motion. All in favor, motion carried.

NEW BUSINESS: None.

PLANNING COMMISSION: None.

FIRE BOARD UPDATE: Princeton Fire District: Supervisor Arvid Jenkins reported it would be $11,320.00 over ten years for Spencer Brook. They went to Oregon and put earnest money down on a ladder truck, they bargained it down to $145,000.00 but bringing it back to the state and detailing it would bring it back up to $175,000.00. They did get some extra equipment along with the truck; radios, hoses and nozzles. One Township said no to the equipment fund.
Isanti Fire: Supervisor Arvid Jenkins reported he exchanged a bunch of emails about the new hire and interviews; they offered the job to the guy from Ramsey. He will be on probation for 50 days and will start at $39,000.00 but go up to $45,000.00 after that period is up. He is paramedic licensed and has passed the psych eval, health, and backround check. There were 2 runs in our Township; one medical and one mutual aid to Princeton Fire. Supervisor Arvid Jenkins concludes he is going to ask for a 3 percent increase to the fire fund for the levy at the annual meeting.
Supervisor Steve Smith asks if Supervisor Arvid Jenkins is sure about the numbers for the equipment fund. Supervisor Arvid Jenkins states they are just preliminary numbers. A lot of discussion commenced. Supervisor Steve Smith states he is fine with it if it is $11,320.00 over ten years but if it is $11,000.00 a year he wants to meet over this again.

Chair Lyle Peterson asks Supervisor Steve Smith if he will meet with the fire extinguisher guy, Supervisor Steve Smith states he will.

Chair Lyle Peterson reports he received a letter from Kurt Daudt and we are supposed to contact him with any concerns we have.

ROAD AND BRIDGE: Chair Lyle Peterson reports we have had a lot of snow and a lot of breakdowns on the trucks and is glad we hired Jon Koller. Roads are soft once it warmed up; had to deal with a lot of drifting. Chair Lyle Peterson reports don’t use the deadbolt in the old Town garage; having problems with the hand set. Chair Lyle Peterson goes over last year’s budget numbers. Supervisor Steve Smith states he asked for 1 percent last year. Chair Lyle Peterson concludes he thinks he will ask for 5 percent.

CLERK REPORT: Clerk Jennifer Jenkins reports she issued the Special Meeting Minutes with the corrections. Isanti County Zoning Darrick Warcheck is asking for a donation for a field trip. Clerk Jennifer Jenkins discusses the annual meeting agenda with the Supervisors’, and asks Treasurer Deb Nelson her input on the levy for the General fund. Clerk Jennifer Jenkins concludes they will ask for no increase in the general fund levy and the election hours are 10am-8pm with the annual meeting starting at 815pm.

TREASURER REPORT: Treasurer Deb Nelson asks for everyone to total their numbers on their payroll sheets. Treasurer Deb Nelson reports claims and balances, and Gopher Bounty. Treasurer Deb Nelson also reports on the Blue Lake capital replacement is coming due in May, Supervisor Steve Smith suggests to renew it. Supervisor Arvid Jenkins makes a motion to approve claims and accept the Treasurer’s report, which was 2nd by Supervisor Steve Smith. All in favor, motion carried.

ADJOURNMENT: Supervisor Arvid Jenkins made a motion to adjourn which was 2nd by Chair Lyle Peterson. All in favor, motion carried. Meeting adjourned at 9:03pm.

AGENDA: Supervisor Arvid Jenkins made a motion to accept the agenda as presented. Supervisor Steve Smith made a 2nd. All in favor, motion carried.

MINUTES: Supervisor Steve Smith made a motion to table the January regular meeting minutes because he just got them today, which was 2nd by Supervisor Arvid Jenkins. All in favor, motion carried.

Special meeting minutes December 16, 2018; Supervisor Steve Smith states the day is wrong and a motion that was not 2nd was not noted. Some discussion commenced. Supervisor Steve Smith made a motion to approve the special meeting minutes with those two corrections, which Supervisor Arvid Jenkins 2nd. All in favor, motion carried.

Board of Audit meeting minutes: Chair Lyle Peterson made a motion to approve, which Supervisor Arvid Jenkins 2nds. All in favor, motion carried.

OLD BUSINESS: Wilderness Pines Final Plat: Michael Trunk presents Plat and states nothing has changed; it is a cleaner picture of easement and egress for your knowledge and also driveway locations are only done on the preliminary plat. Supervisor Arvid Jenkins makes a motion to approve the final plat of Wilderness Pines, which Supervisor Steve Smith 2nds. All in favor, motion carried.

PLANNING COMMISSION: NONE.

FIRE BOARD UPDATE: Princeton Fire District: Supervisor Arvid Jenkins reported they found a used ladder truck for 75,000.00. One idea that was presented was to put 130,000.00 in a replacement fund every year and may ask the Townships for certificate of indebtedness, in case one township leaves the district; apparently they have been burned on that once before. Chair Lyle Peterson concern is if the city ever chose to go against the advisory Board, but he is agreeable if things continues as they are. They would want 10,000.00 over a year from Spencer Brook which will get them to a million and forty thousand over ten years. Supervisor Steve Smith states he is agreeable.

Isanti Fire: Supervisor Arvid Jenkins reported he was invited to the interview process, they have narrowed it down to two (to replace Clint as full time fire tech). Billing for this year was 36,407.56 and 2019; is 33,469.84. The billing has come down almost 3,000.00 and we pay 6 percent for the Isanti fire District. Supervisor Arvid Jenkins reads Isanti Fire Chief Al’s email; 6 runs for our Township one was a chimney fire, 94 runs overall and one mutual aid for Princeton which was a structure fire.

ROAD AND BRIDGE: Chair Lyle Peterson reports we have had a lot of ice and not a lot of snow. We have put plenty of sand on gravel and salt and sand on paved. Leland has been out more than Cy; and we have been doing our best to manage it. The plow guys will be out tomorrow when the snow stops. Chair Lyle Peterson states he will have the budget for next month and for the projects for this year he would like to work on Helium from County 5 to County 40.

CLERK REPORT:   Clerk Jennifer Jenkins asks for an appointment of all election Judges for the Township Elections judges so she can call them and see who is available to work. Supervisor Arvid Jenkins makes a motion to appoint all election Judges who may be willing to work, Supervisor Steve Smith 2nds. All in favor, motion carried. Clerk Jennifer Jenkins reports she had submitted the MATIT audit and explains that she does this every year. Clerk Jennifer Jenkins gives Chair Lyle Peterson a copy of the road registry which Supervisor Steve Smith states the attorney had said it is not legal because it was not registered.

Chair Lyle Peterson states Gary Thompson wants his road plowed which is basically his driveway; Chair Lyle Peterson states he cannot see how we are going to get our equipment down that road. Supervisor Steve Smith states we do not plow Blue Lake Circle. Supervisor Arvid Jenkins states to let him know we would have to put the snow in his garage area because that is the ROW.

TREASURER REPORT: Treasurer Deb Nelson states she had cashed out the Wyanette Creek investment; it is in the checking account. Treasurer Deb Nelson reports claims and balances. Supervisor Steve Smith makes a motion to approve claims and pay the bills with the acceptance of the Treasurer’s report; which was 2nd by Supervisor Arvid Jenkins. All in favor, motion carried. Treasurer Deb Nelson reports we will incur a payroll tax penalty. Clerk Jennifer Jenkins states we did not get our mail; the post office stopped delivering it because of the icy road conditions and did not notify us. The accounting firm sent it December 19th, 2019 which was the post mark. Supervisor Steve Smith makes a comment he had seen a document that we are supposed to 1099 for gopher feet if it is over $600.00.

Greg Anderson Isanti County Commissioner gives a report from the County.

CALL TO ORDER: 7:03pm

RESIDENT INPUT: Dennis Kowalik asks about Supervisor Steve Smith’s letters of resignation and letter of rescinding his resignation. Chair Lyle Peterson states we will be talking about that in this meeting.

                        

AGENDA: Supervisor Arvid Jenkins made a motion to accept the agenda as presented. Supervisor Steve Smith made a 2nd. All in favor, motion carried.

MINUTES: Supervisor Arvid Jenkins made a motion to approve the December meeting minutes, which was 2nd by Supervisor Steve Smith. All in favor, motion carried.

OLD BUSINESS: Steve Smith resignation: There was a lot of discussion including the following but not limited to; Chair Lyle Peterson states he is going to say a synopsis of this; for month Supervisor Steve smith has eluded to resigning because of medical reasons and I had asked him to stay on until all the road projects were done due to it be easier dealing with only one Supervisor than two. Chair Lyle Peterson states in the November meeting; Supervisor Steve Smith submitted his resignation as Road and Bridge; which Chair Lyle Peterson had stated that was an appointment of the Board, and Supervisor Steve Smith needed to decide what he was resigning from. Supervisor Steve Smith spoke of resigning in March from his elected position. After the meeting he submitted another resignation to Clerk Jennifer Jenkins the day before the Planning Commission meeting, which Clerk Jennifer Jenkins forwarded to me. Supervisor Steve Smith asked to meet with Clerk Jennifer Jenkins the day before Christmas Eve saying since it was not discussed in the December Regular Board meeting and was not approved; she was holding a false election and he verbally rescinded it; and he directed her to publish a retraction. Clerk Jennifer Jenkins realized the deadline had past for the paper spoke to Chair Lyle Peterson and Supervisor Arvid Jenkins who then emailed Steve Fenske the MAT attorney. Clerk Jennifer Jenkins reads Steve Fenske MAT attorney’s email. Then Clerk Jennifer Jenkins went to the Township and there was a letter written by Supervisor Steve Smith rescinding his resignation. Clerk Jennifer Jenkins called Bob Ruppe the Townships attorney to find out what procedure to follow. Supervisor Steve Smith states he had called Steve Fenske MAT attorney about the speed limit signs and while he was on the phone with him asked him about his resignation and how the Board did not accept it, and Steve Fenske stated it is not worth the paper it is written on and if he wanted to rescind it he could. Chair Lyle Peterson states Supervisor Steve Smith made it pretty clear in the last letter of resignation and asks what happened in that month. Supervisor Steve Smith states some information came to his attention a week before Christmas. Supervisor Arvid Jenkins states what your position is. Supervisor Steve Smith states he is staying on the Board. Supervisor Arvid Jenkins makes a motion to accept the letter of resignation and the letter rescinding that resignation based on Supervisor Steve Smith stating his position on his intent on filling out his term, Chair Lyle Peterson 2nds. All in favor, motion carried.

Speed limit signs: Supervisor Steve Smith states he spoke with Steve Fenske MAT attorney and states the signs that have to be changed are the ones after the Law changed; the ones before the law you can wait until the signs wear out before you change them. Chair Lyle Peterson states we could change them out all at the same time, it would be a cleaner way to do it. Discussion commenced on the topic without a decision either way.

PLANNING COMMISSION: NONE.

FIRE BOARD UPDATE: Princeton Fire District: Supervisor Arvid Jenkins reported there was no meeting due to it falling on January 1, 2019; it was cancelled.

 

Isanti Fire: Supervisor Arvid Jenkins reported they are moving forward with new applicants; one firefighter tendered his resignation. There were two calls in our Township; one medical and one tree fire, with a total of 978 runs for the year for the whole Isanti Fire District.

ROAD AND BRIDGE: Chair Lyle Peterson reports we had hired Cy Ferguson and John Koller. Chair Lyle Peterson states he went out sanding because of phone calls; plus took the truck in for a sand refill because Leland had told him he was out. Two mailboxes had to be fixed. Supervisor Steve Smith spoke about the 297th pavement bill and how $4000.00 was knocked off, but it was two weeks past the deadline and we can charge them a penalty. Chair Lyle Peterson made a motion to approve the Hard Drives check and forgive the penalty, which Supervisor Arvid Jenkins 2nds. All in favor, motion carried.

CLERK REPORT:   Clerk Jennifer Jenkins reports we have a Board of Assessment transfer of duties the County sent us. Supervisor Arvid Jenkins makes a motion to redo the transfer of duties to the County for assessment, which Supervisor Steve Smith 2nds. Clerk Jennifer Jenkins reports there is an officer’s meeting at the County on January 24, 2019 at 7pm. There were only three Town rentals for the past year. Clerk Jennifer Jenkins states to Supervisor Steve Smith that she is uncomfortable with him asking her to do things outside of a Board meeting. Supervisor Steve Smith states the clerk has the power to go ask the other Supervisors if it is okay. Clerk Jennifer Jenkins states I want you to ask me of things through a Board meeting because if I feel it is not right; I will not do it. Clerk Jennifer Jenkins states to Supervisor Steve Smith that Lisa Lynas, Deputy Clerk is her employee and is directed by her; I would like her to be able to work up here uninterrupted so if you come up to the Town Hall and see that she is here; I want you to make other arrangements.

TREASURER REPORT: Treasurer Deb Nelson asks for a date set for the Board of Audit. Supervisor Arvid Jenkins makes a motion to set the Board of Audit meeting on January 28, 2019 at 7pm at the Town hall, which was 2nd by Chair Lyle Peterson. All in favor, motion carried. Treasurer Deb Nelson reports claims and balances, and Gopher Bounty. Treasurer Deb Nelson makes a point of when a Supervisor is training a Road and Bridge plow or grader guy what would the rate be. Chair Lyle Peterson speaks about training Cy Ferguson. The conclusion was a Supervisors pay will be $23.00 an hour. Supervisor Steve Smith makes a motion to approve claims along with the deluxe check bill and accept the Treasurer’s report, which was 2nd by Supervisor Arvid Jenkins. All in favor, motion carried.
